Bad legislation? No, this is blatant belligerence
There’s little doubt that most of the citizens serving in Idaho’s Legislature are good people whose motives are purely to serve constituents to the best of their abilities. It’s possible that description fits every single member of the Legislature. But it doesn’t mean they’re immune to blindspotitis.

The last few weeks in the Idaho Legislature have left a lot of us feeling hopeless. We’ve all heard about Senate Bill 1159, which would essentially put an end to any grassroots ballot initiatives in Idaho. We’ve heard that this bill was instigated by a paid lobbyist from Moneytree. We’ve heard that it is backlash and a direct result of the citizen-driven passage of the Medicaid Expansion initiative in November. Instead of asking why our legislators have betrayed us, my first instinct as a paralegal is to examine the legality of the bill and whether it would hold up in court.

Within 30 days of its passage, I found that the blood pressure medication I had been taking since my heart attack in January 2008 was no longer covered by my insurance. My doctor said he would handle it for me but the price increased anyway — from $30 a month to $125.99 a month — a 420 percent increase.

I became confused after reading Friday’s Press (A5). I found a Guest Opinion by Sen. Mary Souza discussing a variety of issues. One was the changes the Legislature were making in Senate Bill 1159 to make it more difficult for the public to be successful in passing those “pesky” initiatives. I can certainly understand why legislators don’t want people stirring up the water in their pond. However, the senator then went on to say “I realized, then, that many folks aren’t clear on the initiative process. Once it has enough signatures and passes election, the initiative bypasses the Legislature entirely and is signed into law, or not, by the governor.”
Just one conversation
As we do on many of our Friday evenings, we watched a movie this past Friday. It was a story of a modern-day author who was given an opportunity to talk with two literary giants: F. Scott Fitzgerald and Ernest Hemingway. The movie was quite a treat for me, as these are two of my favorite classical American authors. The Sun Also Rises by Hemingway to this day is my favorite book; I reread it every several years.

In the aftermath of the massacre of fifty Muslims by an avowed white supremacist at two mosques in Christchurch, New Zealand, President Trump was asked whether he saw white nationalism as a growing threat around the world. He replied, “I don’t really. I think it’s a small group of people that have very, very serious problems.” While the President may not regard these extremists as a threat, they most decidedly are and we, as a nation, should be working to eliminate that danger to our safety.

No place for a hippie commune
I read with interest the article regarding Mr. Oberholzer and his issue with his campground that he is running. I am all for the people being able to use their land for what they would like but his property rights should not infringe on those of his neighbors. If I owned a million-dollar property on the lake, I too would be opposed to this eyesore which probably looks worse in person than this picture indicates. I think the line where he says he is just trying to make a buck is all of the information needed about this situation.

MUSIC: Thanks to supporters
I want to express deep thanks to our community for financially supporting music programs in the area. Kootenai Electric Cooperative recently awarded Ramsey Magnet School of Science a grant for $1,440. The grant’s purpose is to purchase 20 new small saxophones to continue teaching elementary students about reed instruments through hands-on experiences. As a result of the community’s generosity, I have seen my students grow personally and academically. Students who otherwise would have been shy have come out of their shell. Others have found their niche in music when they otherwise would have felt left out.

Heavy February snows may lead to some flooding
Snowfall records just keep falling in Coeur d’Alene and the rest of the Inland Empire. Since Feb. 3, Cliff has measured nearly 60 inches of snow. It’s amazing that we’ve picked up nearly our entire seasonal snowfall average of 69.8 inches since the beginning of last month from this six-week cycle. If the moisture that fell in December and January would have been mostly snow, then our snow total would be much higher.

According to an article in the March 1 Press, the Idaho Department of Transportation experienced a $406 million shortfall in covering the cost of highway maintenance during fiscal 2018. Much of that cost can be attributed to the damage done by studded tires. The studs are especially damaging to concrete bridges. The ruts caused by these tires are dangerous, especially for front-wheel drive vehicles during rainy weather.

Henry Lane recently accused me of hypocrisy. In reality, he helps make my point and demonstrates my consistency. I’ve repeatedly stated this recall is important because our city officials haven’t followed the rule of law and established procedure. The 1998 matters he cites were properly initiated by variance requests, then carefully considered by P&Z in public hearings, and forwarded to council for additional public hearings. For two years, we’ve pleaded with the city to follow those same procedures. They’ve refused, contrary to the advice of their own legal experts.

I am a resident of Dalton Gardens, but I don’t personally know the mayor, the council members, or the Streeter family. It is my understanding that the mayor and City Council initially refused the Streeters’ request, but after legal action was filed against the city, the city’s attorney and the judge involved advised the council to negotiate a compromise. So they wisely did. Instead of three interior lots, they agreed to two, each one well over an acre. This is still in keeping with the spirit of Dalton Gardens’ 1-acre minimum lot size and our little city will still retain that unique rural feeling.

CRITTERS OF NORTH IDAHO: The Pacific lamprey
Despite its appearance, this little water-dwelling creature isn’t a mutant snake or worm. Instead, scientists classify the Pacific lamprey (Lampetra tridentate) as a fish, even though it lacks many of the features we generally associate with fish. It has no fins along the sides of its body, no scales and no jaws. Before you swear to never step foot in Idaho’s water sources again, rest assured that these terrifying-looking fish are quite small, generally no bigger than 30 inches from head to tail.
RIVER'S EDGE: Decision today
Coeur d’Alene City Council members have an important decision today at 5:30 p.m. regarding the proposed River’s Edge Apartments, located on an old mill site parcel that borders the Spokane river corridor near Riverstone. The current zoning for this unique riverfront parcel is C-17 (17 units per acre), however, the developer asked for a change of zoning to DOUBLE the density. Fortunately, the developer’s proposal was unanimously denied by a savvy Planning Commission but, he continues to ask for a re-zoning and has now appealed the decision to the City Council at next Tuesday’s meeting.

Like it or not, the Dalton Gardens recall is happening. The Press editorial, refusing to acknowledge the merits of the recall demands that to avoid unpleasant feelings there be no recall, instead waiting for a future election in which only three of the five seats will be up for election. No doubt the Press writer would have argued that President Nixon should not have been impeached, and instead of forced resignation should have served out his term of office, until the next election. Or that an unsafe airline pilot nearing retirement be allowed to continue without correction.

I would like to tell you about some Dalton people. Back in the ’60s, there was a house fire on the northwest corner of Davenport Street and Hanley Avenue. A pickup stopped. The driver asked me if anyone was in the house. I told him I didn’t know. A man, a woman and two kids lived there. Both doors were locked. He kicked in the back door, went in on his hands and knees, crawled around for about 10 minutes and came back out. He couldn’t find anyone. He was sick for a couple days from the smoke. After the fire was out, no one was found in the house. One dog died from the smoke.
