Bryan William Harlow, 49, of Libby Mt. went to ride the highest peaks in Heaven, Saturday, Feb. 22, 2014. Bryan was born August 11th, 1964, the 2nd of 3 children born to Elbert & Margy Harlow in Spokane, WA. In 1972, the young family moved to Athol, ID where they would spend the next 25 years. Bryan attended Athol Elementary and graduated from Lakeland High School in1982. He then went on to join the Navy, serving proudly on board the USS Ranger. After a tragic fire on board the Ranger where he lost several comrades, Bryan became very patriotic and took his service to his country to heart. During this time in the Navy, Bryan learned how to be a Boiler Operator. After the Navy, he put his skills to work at a saw mill and worked 10 years at Kaiser Aluminum. Bryan then spent the following years improving his skills, and as he always put it, the "School of Hard Knocks," working in several forms of power plants from Thompson Falls, Mt. to El Paso, TX. to LeadVille, CO. to Fort Peck, MT. to Priest River, ID. and finally his dream job in beautiful Libby, MT. where Bryan worked at the Libby Dam on Lake Kookanoosa. Bryan was an absolute lover of life. From being an outdoor enthusiast, an avid archery hunter, and a Harley rider, his greatest passion was snowmobiling. July 15th, 1995, Bryan married Leslie Lemire who lovingly stood by his side and his wild adventures for 19 joyous years. Bryan was known for being quick witted and having an outrageous sense of humor. Above all, his family was his biggest joy from his children to his step sons to nieces and nephews, it was important to Bryan to be a positive and "Starong" roll model.

Panhandle Elk research work to resume
In mid-January, the Idaho Department of Fish and Game and a private contractor began work on an elk research project in the Idaho Panhandle. On Jan. 14-15, 22 cow elk were fitted with radio collars in the Cataldo area, north and south of Interstate 90, and in the North Fork of the Coeur d'Alene River.

I was talking this weekend with my son and clinical intern from last summer who was visiting, and my son all of a sudden turned to us and said, "You physical therapists dole out exercises like a doctor hands out medicine. Complaining without proposing a solution to a problem is counterproductive. My staff is used to this declaration - I state it often. Now, when a staff member I work with has an issue with a policy, procedure, system or decision I make, they come with a solution to resolve the issue. I'm not overly supportive of complaining for the sake of discourse. If you are struggling with a problem, and feel it necessary to talk with me about your problem, I expect you to have an option or idea to resolve the problem.

Beware of the 'trade-in' gimmicks
I would hope that the intelligent consumers in North Idaho would not fall for these common practices. I recommend that any hearing impaired person keep a working pair or a spare hearing aid. Anything can happen at any time. If you lose a hearing aid, you will need a spare until a new one is ordered. If you damage a hearing aid (I have had a rash of dogs eating my patients' hearing aids lately), you would have your spare to rely on until your aid was replaced. Please keep your aids where your dogs can't get a hold of them.

SPEED: Too much is too dangerous
I completely disagree with the Idaho Senate idea of increasing the speed limit to 80 mph. We are at present experiencing too many out of control accidents. I also don’t agree to our present 75 mph speed on I-90 east of Fourth of July Pass, but I would agree to increase truck speed to match the car speed limit to lower necessary lane changing and passing.

Several years ago when we resided in north Seattle (Edmonds, Lynnwood and Mountlake Terrace), the crime, as everywhere, had escalated greatly. We residents were sick and tired of local authorities slapping the juvenile perpetrators with a feather, if at all, so we decided to address this problem.

GUNS: Editorial on right track
Friday’s edition of The Press is most thoughtful on the part of the Editorial as well as the cdapress.com comments. As one who started teaching use of force training in 1985, when gun carry permits were still issued at the discretion of sheriffs, I agree that standards need to be just that, standard for all. I warned our police students over the years that if they did not support citizen carry that one day it would come back to haunt them, too. When they retire, they no longer have the shield and commission, hence no gun carry for them. Not to mention their spouses and other adult family members whose need to be able to defend themselves is just as valid. Fortunately, in America, the vast majority of police officers well understand that they cannot be everywhere at once so they support citizens being able to defend themselves.

Pat Raffee is Kootenai County chief deputy county clerk. She was hired in 2011 by County Clerk Cliff Hayes, who died in office last December. She currently works under Jim Brannon, who was appointed interim county clerk by the Kootenai County Commission. Raffee's background includes contract positions as executive director of two Idaho urban renewal agencies (Moscow and Post Falls), extensive consulting in the private sector and a recent appointment to the Idaho Commission for Libraries by Gov. Butch Otter.

RELIGION: Rights extend to everyone
In response to Frank D. Gunseor, I would first like to know just how familiar he is with his own Bible? According to the Apostle Paul, “We have all sinned and have fallen short of the glory of God.” Therefore, exactly who isn’t immoral: Who enters a grocery store, clothing store, fast food restaurant, pharmacy, among other business establishments? If a business wishes to discriminate based on “morality,” the business owner would have too few customers around to make a profit. And if “religious freedom” or arguments of “conscious” deprive people such as Mr. Gunseor of lifesaving transfusions or medication, I know of no Biblical passage, in either the Old Testament or New, that would even support this particular claim. Jesus healed the sick, without asking whether they were “moral enough” to receive treatment. He also spoke of forgiveness. If God could forgive sinners, then the people whom God forgave should be just as prepared to “pass it on,” forgiving others in turn. Using “religious freedom” to show nothing but contempt for our fellow residents of Idaho isn’t moral.
GUN: Punishment, crime don't fit
What will it take in our Idaho justice system to realize that a revolver-packing, drug-induced student is more dangerous warranting something more than a misdemeanor offense with a $600 bond, and then allowed back on the streets? Perhaps we should check with the previous school tragedies to see if these communities think the events warranted misdemeanor offenses.

Iliotibial pain: Options for care
The Iliotibial band (ITB) is an extremely strong band of fascia (a form of connective tissue) that runs from the top of the pelvis down the outside of the leg before eventually inserting onto the tibia, fibula, and patella. Excessive tension or stress within the ITB causes it to rub over the femur just as it crosses the knee. The abnormal forces, by way of friction and tension, result in localized burning, aching pain and tenderness on the outside of the knee as it is bent or straightened out. Without proper care, it takes an average of four weeks before the severity of the symptoms make your workouts an insurmountable task.

Interest rates sure to rise
Although mortgage interest rates declined for the third consecutive week, down to 4.32 percent from 4.39 last week we anticipate a reversal of those declines, sooner rather than later. Wednesday's announcement by the Federal Reserve that it is easing its quantitative easing, reducing its Treasury investments by $10 billion per month is sure to have an impact. It is the Fed's position, even though nationally the housing market slowed, the economy is improving and it would like to see inflation increase to stimulate investments.
