PLOWS: Missing in action Monday

Driving around Monday, I did not see one snow plow anywhere in CDA in the morning or afternoon. It was not until 10:09 p.m. that I saw four on Northwest Blvd. going southbound, which brings me to my questions:
How many snow plows does the city have, how many people to drive them, and when do they come out?
One would think plowing a major access like Northwest Blvd. might be on the top of the list. I know secondary streets are not. We have not seen one snow plow all year on Shore View Lane, down off Seltice, which leads to all the homes and condos.
I know they have a daunting task, but Monday seemed unreasonable.
