In preparing to vote on May 16, I am trying to find out as much as I can about the candidates to make an informed decision on the upcoming election. There is not much out there. I do not know any of the candidates personally. I feel fairly well informed about the school levies and the library trustees due to reading the paper, but what about the hospital trustees, and is it even relevant now that a nonprofit model is being adopted.

NOTICE OF INTENT TO SUBMIT STATE PLAN AMENDMENTS AND SOLICITATION OF PUBLIC INPUT The Idaho Department of Health and Welfare is giving public notice of an impending change to the Idaho Medicaid State Plan. The Department assures these changes are in compliance with 42 CFR 440.386 and 42 CFR 440.345, and with the provisions of section 5006(e) of the ARRA of 2009. Idaho Medicaid has solicited input from Idaho's Tribal representatives regarding these changes in compliance with section 5006(e) of the American Recovery and Reinvestment Act of 2009 and its Tribal Consultation Policy. PROPOSED STATE PLAN CHANGES Idaho Medicaid intends to submit applications to the Centers for Medicare and Medicaid Services (CMS) for three State Plan Amendments (SPAs): 1) An amendment to the 1915(b) waiver under which the Idaho Behavioral Health Plan (IBHP) delivers outpatient behavioral health services to participants; 2) An amendment to the Basic Alternative Benefit Plan (ABP) section of the Idaho Medicaid State Plan; and 3) An amendment to the Enhanced ABP. All three SPAs involve behavioral health services that are being added to the IBHP. The following services are scheduled to be implemented on July 1, 2018: * Case Consultation * Intensive Outpatient Program (IOP) The following services are scheduled to be implemented on October 1, 2018: * Crisis Intervention * Psychoeducation The Department will request an effective date of July 1, 2018 for these changes. No public hearings have been scheduled at this time. PUBLIC COMMENT The Department is accepting written comments regarding these SPAs for a period of 30 calendar days. The Department is still in the process of preparing the SPAs for submission.
