In this, Wednesday, Feb. 12, 2020 photo, Vincent Keeys, standing, president of the NAACP in Collier County, talks to a group of nonprofit leaders and government agencies about the Census undercount in 2010, in Immokalee, Fla. "In 2010, we had a lot of money on the table that was just lost and didn't come to the community. It is so critically important," said Keeys. Small, poor and largely Latino communities around the U.S. historically have been undercounted, an analysis by The Associated Press shows, posing challenges for Census workers in a tally that's supposed to ensure federal dollars get to communities needing them most.
