<p>In the 1990s, Bob Driscoll lost his right foot in a car accident while living in California. The event prompted Driscoll, 69, to reinvent his life and move to North Idaho, where he spent decades working with the Idaho Department of Health and Welfare to give disenfranchised residents a new start through his motto: "Life can be better tomorrow than it is today." </p>
