<p>The fire shelter currently in use, right, and its protective pouch, are shown at the NIFC in Boise on Friday. The U.S. Forest Service is working to improve equipment and strategy following the deaths of 19 firefighters in Arizona in the 2013 Yarnell Hill Fire where officials said flames and heat went beyond the current fire shelter's protective capabilities. </p>
