Incident follows vehicle chase into Hayden, officer injury; friend says Todd was unarmed

HAYDEN - The 33-year-old Coeur d'Alene man who was shot and killed by a police officer in Hayden early Monday after leading police on a vehicle chase had been booked into the local jail 23 times as an adult.
