FEDERAL GOVERNMENT: Scope is limited

The duties of the federal government authorized by the U.S. Constitution are quite limited in scope, one being to promote the general welfare. Can any politician tell me how running our great country $40 trillion in debt is promoting the general welfare? My present hope is that President Trump will continue to drain the swamp.
