Worley Highway District  Rockford Bay Road Over Bellgrove Creek Culvert Replacement    Advertisement for Bids    PROJECT TITLE: Rockford Bay Road Over Bellgrove Creek Culvert Replacement    The Worley Highway District is requesting Bids for the Rockford Bay Road Over Bellgrove Creek Culvert Replacement. SUMMARY OF ORDINANCE NO. 646  FOR THE CITY OF RATHDRUM    AN ORDINANCE OF THE CITY OF RATHDRUM, KOOTENAI COUNTY, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, AMENDING TITLE 8: WATER AND SEWER OF THE RATHDRUM CITY CODE AS FOLLOWS:  AMENDING RATHDRUM CITY CODE (RCC) SECTION 8-4-1-3 PROVIDING FOR UPDATES TO THE DEFINITIONS BY REPLACING “NPDES” WITH “IPDES” AND REMOVING NPDES FROM THE DEFINITIONS; AMENDING RCC SECTION 8-4-2-1 BY REPLACING “NPDES” WITH “IPDES” AND ADDING A HAZARDOUS WASTE SECTION; AMENDING RCC SECTION 8-4-2-11 TO REQUIRE IMMEDIATE NOTIFICATION OF DISCHARGES OF REGULATED SUBSTANCES INTO THE WASTEWATER STREAM; AMENDING RCC SECTION 8-4-2-16 TO ADD REQUIREMENTS FOR REQUESTS FOR MONITORING WAIVERS; AMENDING RCC SECTION 8-4-2-19 TO REQUIRE THAT WASTEWATER DISCHARGE PERMITS CONTAIN EFFLUENT LIMITS AND A WAIVER PROCESS; AMENDING RCC SECTION 8-4-2-25 REQUIRING SUBMISSION OF REPORTS, AUTHORIZATING INDUSTRIAL USERS SUBJECT TO CONDITIONS, ALLOWING THE CITY TO PAY TO REDUCE THE REPORTING REQUIREMENTS, AND ADDING WASTEWATER SAMPLE REQUIREMENTS; AMENDING RCC SECTION 8-4-2-28 UPDATING THE PROCESS FOR NOTICING POTENTIALLY PROBLEMATIC DISCHARGES; AMENDING RCC SECTION 8-4-2-52 PROVIDING FOR ENFORCEMENT TO BE IN ACCORDANCE WITH THE CITY’S ENFORCEMENT RESPONSE PLAN; PROVIDING THAT THE REMAINING EXISTING SECTIONS OF THE RATHDRUM MUNICIPAL CODE SHALL REMAIN VALID AND IN EFFECT; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF CONFLICTING PROVISIONS; AND PROVIDING FOR THIS ORDINANCE TO BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, APPROVAL, AND PUBLICATION ACCORDING TO LAW.    It is hereby determined that publication of this summary will clearly inform the public of the intent and effect of Ordinance No. 646.
