NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Kootenai County Board of County Commissioners will conduct a public hearing at or after the hour of 10:00 a.m. on February 27, 2025 in Rooms 1A and 1B of the Kootenai County Administration Building at 451 N. Government Way, Coeur d’Alene, Idaho, to consider the following:   A countywide emergency moratorium on approval of building permits for data centers in zones in which this use is currently permitted by right under the Kootenai County Land Use and Development Code (LUDC). The consideration of an emergency moratorium on building permits for data centers is based on concerns regarding their daily usage of water and electricity, their size as compared to other commercial buildings in Kootenai County, and thus whether allowing data centers to build in inappropriate zones, or without first obtaining a conditional use permit to impose conditions mitigating these and other potential harms in appropriate zones, would constitute an imminent peril to the public health, safety, or welfare, particularly as it pertains to the quantity and quality of water in the Rathdrum Prairie Aquifer, until an ordinance can be adopted amending the LUDC to designate the appropriate zones in which data centers may be located and to regulate the placement and building of data centers via the conditional use permitting process. Such moratorium, if imposed, would continue for no more than one hundred eighty-two (182) days pursuant to section 67-6523, Idaho Code.   Written comments may be submitted prior to or during the hearing. If you require special accommodations, please contact the Kootenai County Community Development as soon as possible prior to the public hearing. Additional information may be obtained from the Kootenai County Community Development located at 451 N. Government Way, P.O.
