NOTICE OF INTENT TO SUBMIT STATE PLAN AMENDMENT AND SOLICITATION OF PUBLIC INPUT Pursuant to 42 C.F.R. § 440.345 EPSDT and other required benefits, 42 C.F.R. § 440.386 Public notice, 42 C.F.R. § 447.204 Medicaid provider participation and public process to inform access to care, and 42 C.F.R. § 447.205 Public notice of changes in Statewide methods and standards for setting payment rates, the Idaho Department of Health and Welfare Division of Medicaid (Department) provides public notice of its intent to submit a State Plan Amendment (SPA) to the Centers for Medicare and Medicaid Services (CMS). PROPOSED CHANGES Idaho Medicaid intends to submit State Plan Amendments (SPAs) to the Centers for Medicare and Medicaid Services (CMS) to update Core Set Reporting assurance language. All State Medicaid Agencies are required under federal regulation to report on identified mandatory reporting categories of Core Set Measures. In State Health Official Letter SHO #23-005 RE: Initial Core Set Mandatory Reporting Guidance (December 1, 2023) and State Medicaid Director Letter SMD #24-002 RE: Initial Core Set Mandatory Reporting Guidance for the Health Home Core Quality Measure Sets and Federal Fiscal Year 2025 Updates to the Health Home Core Quality Measure Sets (March 15, 2024), CMS directed all State Medicaid Agencies to add language to their Medicaid State Plan assuring CMS that the state will comply. Proposed State Plan Amendment language below (new language underlined). These amendments do not expand coverage to any additional individuals or class of individuals. These changes are consistent with Idaho Senate Bill S1268 (2024) and Idaho Senate Bill S1456 (2024). Idaho Medicaid State Plan A. General Reporting The agency submits all reports in the form and with the content required by the Secretary and complies with any provisions that the Secretary finds necessary to verify and assure the correctness of all reports. 1. The agency assures that all requirements of 42 CFR 431.16 are met. B. Annual Reporting on the Child and Adult Core Sets 1. The agency assures that all requirements of 42 CFR 437.10 through 437.15 are met. 2. The agency reports annually, by December 31, on: a. All measures on the Child Core Set that are identified by the Secretary pursuant to 42 CFR 437.10. b. All behavioral health measures on the Adult Core Set that are identified by the Secretary pursuant to 42 CFR 437.10.
