PROP 1: Isn’t consistent with Idaho Code

In regard to Proposition One, I looked up Idaho Code Title 34 — Elections, Chapter 18 — Initiative and Referendum Elections.

34-1801A. PETITION. (1)  An initiative petition shall embrace only one (1) subject and matters properly connected with it.

Based on Idaho Code, it appears that Proposition One is not consistent with Idaho Code because it contains two subjects.

One being Open Primaries and the second is for Ranked Choice Voting. In my opinion it appears to me that this initiative is not consistent with Idaho Code.
