NOTICE OF PUBLIC COMMENT PERIOD  CONCERNING FISCAL YEAR 2025 DRAFT WASTEWATER AND DRINKING WATER GRANT AND LOAN PRIORITY LISTS  AND ASSOCIATED INTENDED USE PLAN  This notice fulfills the public information requirements of Idaho’s “Rules for Administration of Wastewater and Drinking Water Loan Funds” (IDAPA 58.01.12).  The Idaho Department of Environmental Quality (DEQ) is accepting public comment on three draft water infrastructure funding documents: 1) State Drinking Water and Clean Water State Revolving Fund Intended Use Plan (IUP); 2) State Drinking Water Planning Grant Priority List; and 3) State Wastewater Planning Grant Priority List. Once approved and finalized by the Idaho Board of Environmental Quality, these documents will govern funding decisions for the state fiscal year 2025. DEQ will award grants and loans in priority order to the highest ranked projects that are ready to proceed. Awards will be made to fully utilize all available funding. DEQ SEEKS COMMENT ON DRAFT IDAHO POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR City of Coeur d’Alene  PROPOSED ACTION: The City of Coeur d’Alene applied to the Department of Environmental Quality (DEQ) for an Idaho Pollutant Discharge Elimination System (IPDES) wastewater discharge permit for its municipal wastewater treatment facility located in Coeur d’Alene, ID. DEQ is seeking public comment on the draft IPDES permit, associated fact sheet, and application for the City of Coeur d’Alene wastewater treatment facility. This proposed permit authorizes the discharge of treated municipal wastewater year-round to the Spokane River for five years. The permit identifies the pollutants of concern and specifies associated discharge limits.
