NOTICE OF PUBLIC AUCTION Ground Lease of Property The Lakes Highway District (the “District”) is offering, by public auction, to lease to the winning bidder certain real property belonging to the District located at 11341 N. Ramsey Road, Hayden, Idaho (the “Property”) as part of an annual appropriation lease purchase structure to finance the construction of the District’s “Garwood Operations Facility” (the “Project”), as further described below.  The capital cost of the Project is estimated at $3,000,000 to be financed by the winning bidder lending funds to the District pursuant to an annual appropriation lease purchase financing structure. Under this structure, (a) the District, as lessor, will ground lease the Property and the Project to be constructed thereon to the winning bidder, as lessee, for a term of twenty-five years or earlier termination upon full satisfaction of the annual appropriation lease agreement and (b) the District and the winning bidder will simultaneously enter into a separate annual appropriation lease agreement pursuant to which the winning bidder, as lessor, will lease the Property and the to-be constructed Project back to the District, as lessee, on an annual basis subject to appropriation and renewal by the District. The District will make lease payments to the winning bidder under the annual appropriation lease agreement. The financing will be structured to comply with Idaho law.  The winning bidder will be the bidder that provides terms resulting in the lowest cost of capital to the District for construction of the Project. The District will accept bids for the public auction by mail or delivery to the District office at 11341 N. Ramsey Road, Hayden, Idaho 83835. Bids will be received until 1:00 p.m., local time, on January 24, 2024 at which time the District will conduct a public bid-opening constituting the public auction and read all bids received.
