KMPO 2025-2031 Transportation Improvement Program Notice of Availability and Public Comment Period A draft of the Kootenai Metropolitan Planning Organization’s (KMPO) seven-year Transportation Improvement Program (TIP) 2025-2031 is now available for public review and comment. The TIP is a multi-year funding program document that lists federally and non-federally funded transportation improvements proposed by local jurisdictions, highway districts, Kootenai County, Idaho Transportation Department during the next six years. This document and review period includes Kootenai County’s 2025 Program of Projects (POP) using Federal Transit Administration’s Section 5307 funding to support of public transportation activities in the Coeur d’ Alene-Post Falls Urbanized area. Kootenai County has completed their public notice and public involvement activities for public review and comments. The results from Kootenai County’s process has been incorporated into the TIP and will be used to satisfy the POP requirements as required by the Federal Transit Administration. SUMMARY OF ORDINANCE NO. 209 The City of Hauser, Kootenai County, Idaho, hereby give notice of the adoption of Ordinance 209, an Ordinance of the City of Hauser, a municipal corporation of the State of Idaho, entitled “Annual Appropriation Ordinance 209 for the Fiscal Year Beginning October 1, 2024, appropriating the sum of $208,200 to defray the expense and liabilities of the City of Hauser for said fiscal year, authorizing a levy of a sufficient tax upon the taxable property and specifying the objects and purposes for which said appropriation is made.” Section One of the ordinance appropriates the sum of $208,200 to defray the expenses and liabilities of the City of Hauser for said fiscal year. Section Two of the ordinance specifies the objects and purposes for which said appropriation is made. Section Three of the ordinance states “that a general tax levy to yield $30,000 on all taxable property within the City of Hauser be levied in an amount allowed by law for the general purposes for said City, for the fiscal year beginning October 1, 2024.” Section Four repeals all conflicting ordinances and parts of ordinances. Section Five states that the ordinance shall take effect and be in full force from and after its passage, approval, and publication. Finally, the ordinance states that it was passed at a meeting of the City Council on August 13, 2024, under suspension of the rules. Front Ave. to hear comments on the following item: ITEM 0-2-24 (University District): A new zoning district to be created for property in and near the North Idaho College campus, and with other specified properties. The University (U) District would support and enhance the educational environment of public institutions of higher education in the City, and allow flexible, creative development for public educational purposes. This District allows for a mix of uses that support the residential, retail, and service functions of public higher education campuses. The District would overlay any approved  Planned Unit Developments (PUD) in the District.  The Planning and Zoning Commission held a public hearing on August 13, 2024 and voted to recommend that the City Council adopt the Zoning Code amendment creating the U District, excluding all parcels on N. Military Dr. north of W. River Ave. and two R-12-zoned properties on the west side of N. Hubbard Ave., and that  Council approve the zone change of the specified properties.
