DEQ SEEKS COMMENT ON DRAFT IDAHO POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR CITY OF POST FALLS PROPOSED ACTION: The City of Post Falls applied to the Department of Environmental Quality (DEQ) for an Idaho Pollutant Discharge Elimination System (IPDES) wastewater discharge permit for its municipal water reclamation facility located in Post Falls, ID. On September 25, 2023, DEQ is reopening the public comment period on the draft IPDES permit, and associated fact sheet for the City of Post Falls water reclamation facility to correct a mistake in the original draft. The draft fact sheet outlines the correction and all affected areas of the permit. Pursuant to 40 CFR 124.14(c), at this time, DEQ is only accepting comments on aspects of the revised draft permit that are different from those in the draft permit that was issued for public comment on July 28, 2023. This proposed permit authorizes the discharge of treated municipal wastewater year-round to the Spokane River for five years. The permit identifies the pollutants of concern and specifies associated discharge limits. Additionally, the permit specifies monitoring and reporting requirements necessary to ensure compliance, protect human health, and assure the integrity of Idaho’s environment. PUBLIC COMMENT PERIOD: Notice is given that DEQ has scheduled a period to receive public comments. Written comments on the draft permit and fact sheet will be accepted through October 24th, 2023, at 5 p.m. MST. A public meeting may be held if requested in writing by October 9th, 2023.
