City of Coeur d’Alene CDBG Entitlement Program Notice of Available Funding The City of Coeur d’Alene hereby gives Notice of Funding Availability (NOFA) as part of the CDBG Community Opportunity Grant and invites competitive grant proposals for projects that benefit low-to-moderate income (LMI) people or neighborhoods, and/or promote job creation/economic development. Funding for the grant program comes from the City’s CDBG allocation, which is funded by the U.S. Department of Housing and Urban Development (HUD), (reference 24 CFR Part 570).  Approximately $200,136 will be available with approximately $43,784 a maximum of 15% of the total allocation for public service projects. PUBLIC NOTICE KOOTENAI COUNTY PUBLIC TRANSPORTATION FY24 PROGRAM OF PROJECTS Section 5307 Notice is hereby given that the Public Transportation System in Kootenai County intends to establish its 2024 Program of Projects (POP) and Budget, funded under 49 U.S.C. Chapter 53, Section 5307, as authorized under the Bipartisan Infrastructure Law, enacted as the Infrastructure Investment and Jobs Act (Pub. L. 117-58). The POP is based on funding authorized under the Bipartisan Infrastructure Law, enacted as the Infrastructure Investment and Jobs Act (Pub. L. 117-58) and is based on funding made available under the Consolidated Appropriations Act, 2023 (Pub. L. 117-328, Dec. 29, 2022). Description of Projects The total amount of these projects is $3,443,991 of which $2,365,228 is federal assistance and $1,078,763 is local match. The projects will provide funding for Operations, Preventive Maintenance, Security, Planning and Training for Fixed-Route Service and ADA Paratransit Services in the Coeur d’Alene Urbanized Area (Coeur d’Alene, Post Falls, Hayden, Dalton Gardens, and Huetter) as well as Rolling Stock, and Capital Expenses. The primary impact of these projects will be within the Coeur d’Alene Urbanized Area (CDA UZA). Comprehensive Planning The projects are in accordance with comprehensive land use and transportation planning in the area and will be consistent with the adopted programming of projects in the Transportation Improvement Program (TIP) prepared by the Kootenai Metropolitan Planning Organization. Elderly and Disabled The Program of Projects supports Public Transportation services in Kootenai County that provide transport to elderly and people with disabilities. Eligible Recipients for Section 5307 Funds Funding is made available to Designated Recipients, which must be public bodies with the legal authority to receive and dispense federal funds. Kootenai County is the Designated Recipient. Eligible Purposes Program of Projects eligible activities include: planning, engineering, design and evaluation of transit projects and other technical transportation-related studies; capital investments in bus and bus-related activities such as replacement of buses, overhaul of buses, rebuilding of buses, crime prevention and security equipment and construction of maintenance and passenger facilities; and capital investments in new and existing fixed guideway systems including rolling stock, overhaul and rebuilding of vehicles, track, signals, communications, and computer hardware and software. All preventive maintenance and some Americans with Disabilities Act complementary paratransit service costs are considered capital costs. For urbanized areas with populations less than 200,000, operating assistance is an eligible expense.
