LEGAL NOTICE USDA Forest Service – Idaho Panhandle National Forests - Bonners Ferry, Priest Lake, and Sandpoint Ranger Districts; Opportunity to Object the Kaniksu Over-Snow Vehicle Use Designation Project  Heather Degeest, Acting Forest Supervisor for the Idaho Panhandle National Forests, has prepared an environmental assessment, finding of no significant impact, and draft decision notice for the Kaniksu Over-Snow Vehicle Use Designation Project. The purpose of this project is to designate roads, trails, and areas open to over-snow vehicle use on the Bonners Ferry, Priest Lake, and Sandpoint Ranger Districts consistent with and achieving the purpose of the Forest Service Travel Management Regulations at 36 Code of Federal Regulations (CFR) Part 212 Subpart C.  The Over-Snow Vehicle Use Designation Project and collaborative process used input provided by the North Idaho Working Group, local, state, and federal agencies, and tribes to develop the initial proposed action that was then modified following scoping and a 30-day comment period to develop the final environmental assessment and finding of no significant impact and draft decision notice. An added alternative A was created and analyzed to address specific public comments and wildlife issues as a result of public input from the scoping and a 30-day comment period. Project design features will protect sensitive resources from undesired effects and ensure consistency with the land management plan, law, regulation, and policy. Design features are part of the proposed action and are described in appendix A of the environmental assessment. In accordance with 36 CFR 212.57, forest personnel will monitor the effects of over-snow vehicle use on designated roads and trails and in designated areas to ensure compliance with design features. Following the final decision, forest personnel will publish an over-snow vehicle use map showing the designation of roads, trails, and areas on National Forest System lands where over-snow vehicle use is allowed.
