PUBLIC NOTICE Hayden Lake Irrigation District Title Transfer Opportunity to Review the Draft Final Title Transfer Agreement Coeur d’Alene, Idaho – The Bureau of Reclamation (Reclamation) in working with Hayden Lake Irrigation District (HLID) is providing the public with the opportunity to review the negotiated draft of the final title transfer agreement for 30 days, beginning Jan. 3, 2023. The draft final title transfer agreement can be found at https://www.usbr.gov/pn/programs/title/hayden/index.html. The HLID is interested in receiving federal title to relevant facilities and associated structures. The proposed title transfer covers all federally owned facilities within the water conveyance and distribution system located east from Avondale Golf Course, west to Carrington, north from the airport, and south to Prairie Avenue. The transfer would include all improvements and appurtenances to the federally owned facilities and lands, including but not limited to buildings, pumps, diversions, control structures, drains, laterals, pipelines, waste ways, wells, ponds, and roads. The conveyance would reduce federal administrative costs and increase district operational efficiencies. The first irrigation efforts for the Rathdrum Prairie Project began in 1889. One of the first irrigation districts was Interstate Irrigation District in 1906 which was later renamed to Hayden Lake Irrigation District. In 1958, operations and maintenance responsibilities were transferred to HLID, and the district has repaid all relevant construction costs in accordance with its existing construction contracts.
