TAX BILLS: Late fee?

Looks like the Assessor’s office is at it again. Can someone explain to my why there is a .50 cent late fee on my property tax bill? The bill is due on Dec. 20, but I just received the bill on Dec. 15. Are they assuming I will pay my tax late? If everyone in the county pays that fee, that could add up to a tidy little sum! Just curious.
