PROPOSED CHANGES Idaho Medicaid intends to submit State Plan Amendments (SPAs) to the Centers for Medicare and Medicaid Services (CMS) to add benefits in the Idaho Medicaid State Plan Basic and Enhanced Alternative Benefit Plans (ABPs). Assertive Community Treatment (ACT) ACT is a rehabilitative benefit provided according to 42 C.F.R. § 440.130 Diagnostic, screening, preventive, and rehabilitative services. ACT provides long term needed treatment, rehabilitation, and support services to identified individuals with severe and persistent mental illness (SPMI), especially those who have severe symptoms that are not effectively remedied by available treatments or who because of reasons related to their mental illness resist or avoid involvement with mental health services in the community. ACT services are offered outside of clinic, hospital, or program office settings to individuals who are best served in the community. ACT services include assessment, therapy, assistance with medication management, crisis treatment, co-occurring substance use disorder treatment, skills restoration and care coordination activities through a designated multi-disciplinary team of mental health professionals.   Parenting With Love and Limits (PLL) PLL is a family-focused intervention for children with severe emotional and behavioral problems. The service is designed to help families re-establish adult authority through setting consistent limits and reclaiming loving relationships. PLL consists of both multi-family group therapy sessions and individual family coaching sessions.  Inpatient Psychiatric Services for Individuals Under Age 21 in Psychiatric Facilities or Programs.  This includes Psychiatric Residential Treatment Facilities. Subpart D—Inpatient Psychiatric Services for Individuals Under Age 21 in Psychiatric Facilities or Programs  Idaho Medicaid intends to submit an amendment to its approved 1915b Idaho Behavioral Health Plan (IBHP) waiver to move from a Prepaid Outpatient Health Plan (PAHP) to a Prepaid Inpatient Health Plan (PIHP). This will expand the scope of the IBHP to include inpatient as well as outpatient behavioral health and substance use disorder (SUD) services. It will also add the services identified above to the waiver. Idaho Medicaid intends to submit a State Plan Amendment (SPA) to Attachment 4.19-A and Attachment 4.19-B pages to update reimbursement language related to the IBHP and the services therein. CALL FOR Quotes Property Lease Financing The Lakes Highway District will accept quotes, either mailed or delivered to its office at 11341 N. Ramsey Road, Hayden, Idaho 83835, for a Property Lease Financing Line of Credit to assist the District with Funding $3,000,000 towards its Garwood Operations Facility. Quotes shall include all costs associated with providing this optional Line of Credit. The District will be providing its own Bond Council to assist with this project.   Quotes will be received until 1:00 p.m., prevailing time, September 14, 2023, at which time the quotes will be reviewed and publicly read.  Additional information may be obtained by contacting the District office at the above address or calling (208) 772-7527.   The award will be made on the basis of the lowest responsible price in the best interest of the District as determined by the Commissioners and their judgment shall be final. The Commissioners reserve the right to waive any informality and accept or reject any or all bids.   Dated this 24th day of August 2023. /s/ Eric W.
