Lacy Lemoosh Scoping Period Legal Ad Legal Notice of Scoping Comment Period 30 Day Notification and 60 Day Notification for Openings Greater than 40 Acres for the Lacy Lemoosh Project, USDA Forest Service, Idaho Panhandle National Forests, St. Joe Ranger District. The District is seeking public comments on the 16,100-acre project area, which is on National Forest System lands, and approximately 50 acres of privately owned lands within the project area boundary, all located in all or part of sections 12, 13 and 24 in T43N., R 3W.; sections 1, 2, 4, 7, 9 -28, and 34-36 in T43N., R 2W.; sections 6, 7, 17-20, 29-32 in T43N., R 1W (Boise Meridian). The forested project site is within the Charlie Creek and Upper Santa Creek Watersheds, which are tributaries of the St Maries River and flow into the St Joe River. Objectives are to improve forest health and resiliency to disturbances such as wildfire, drought, insects or diseases ; reduce hazardous fuels within the wildland urban interface (WUI) and other areas to lessen the severity of wildfires and to enable safe fire suppression efforts; provide economic benefit to local communities through sustainable use of natural resources and benefits for local communities; and reduce sediment delivery to streams from forest routes to maintain or improve Total Maximum Daily Load (TMDL) related water quality concerns and recover degraded aquatic habitat for native species. Vegetation management would include even-aged regeneration harvests on approximately 4,400 acres, creating 21 openings over 40 acres. They range in size from 53 acres to 690 acres. Prescribed fire would be used across approximately 600 acres to reduce excess and activity created fuels (logs, branches, and brush) that contribute to fire intensity and to prepare for reforestation. Road work would provide access to units and help reduce sediment to streams and improve aquatic and hydrological function in the project area. Contracts associated with commercial timber harvest would contribute jobs and other economic benefits to communities. Project information, maps and supporting documentation are available for review on the project website at: https://www.fs.usda.gov/project/?project=60853. Additional project information can be obtained by contacting Amy Thompson (NEPA Planner) at amy.thompson@usda.gov. We will host an open house in the basement of the Federal Building (St. Joe Ranger District, 222 S. 7th St. Suite 1, St. Maries, ID 83861) on Monday May 22nd from 4:00 to 7:00 P.M. in conference room G1. As provided for in 36 CFR 218.25(a)(1)(i), comments will be accepted for 30 calendar days following publication of this notice in the Coeur d’Alene Press. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this proposal. Any comments received, including names and addresses of those who comment are considered part of the public record for this project, available for public inspection and released if requested under the Freedom of Information Act. In compliance with 36 CFR 219.16(d), this notice also initiates the required 60-day public notice of the Forests’ intent to request approval to create openings larger than 40 acres in size. The 30-day scoping period and the 60-day notification the Forests’ intent to seek approval for larger than 40-acre openings are two different processes which, for the Lacy Lemoosh project, are starting at the same time. The proposed Lacy Lemoosh project is implementing the 2015 IPNF Land Management Plan and is not authorized under the Healthy Forests Restoration Act; therefore, it is subject to the project-level predecisional administrative review process under 36 CFR 218, Subparts A and B.
