This award is based on the declaration by the board of fire commissioners that after due diligence there is only one (1) vendor and no functional equivalent for specialized modular fire station buildings that: 1) function as a permanent and/or relocatable fire station providing more flexibility to adapt to the needs of a growing community; 2) are able to be economically relocated multiple times to another site in 30 to 60 days without compromising structural or operational integrity and able to restore the original site to its original condition both quickly and economically; 3) have an estimated life span of 50 years and maintain high resale value if no longer needed; 4) are fully scalable and can readily accommodate additional apparatus bay modules or expanded living quarters and/or administrative space that can be manufactured and added to existing fire station in 2-3 months; 5) have modules that can be separated and repurposed; 6) can be installed and operational within 10-12 months of design approval; and 7) built in a factory that is not affected by weather or seasonal conditions the way conventional construction sites can be and not affected by contractor or labor shortages the market is currently experiencing.
