Standoff suspect jailed

A man who was shot by police after a standoff near an elementary school is in jail, with bond set Wednesday at $1 million.

Robert James Green, 39, of Dalton Gardens, was arrested by Idaho State Police on Tuesday and transported to the Kootenai County jail.

Charges include three counts of aggravated assault on a police officer, threatening violence on school grounds and unlawful discharge of firearm at a vehicle.

According to court and police records, the Kootenai County Sheriff’s Office responded to a possible suicidal call around 2 p.m., Jan. 24, at a residence near Dalton Gardens Elementary School. Kootenai County 911 received a third-party text message of a suicide threat at the residence.

The texter reported Green was calling and threatening suicide, texting he would shoot law enforcement if they showed up at his home, according to court records.

Family members reported Green was playing “Russian Roulette” with a firearm and reportedly said he would shoot every cop who came to the house.

The three parties in contact with police all confirmed Green had told them he wanted to shoot law enforcement officers and himself, according to the report. Police were told there were many guns in the home.

School resource officers secured the school due to its proximity to the residence. Scott Maben, Coeur d’Alene School District’s director of communications, said students were secure inside and no one was allowed to come or go while the school was in a safety hold.

Police reportedly contacted Green on his cellphone, during which Green made threats to shoot law enforcement including, “I will kill you all.”

Green then made statements threatening to shoot at the elementary school, according to the report.

At about 4:30 p.m., police reported that Green was outside the residence, kneeling by a vehicle with a rifle.

Green reportedly pointed the rifle at the school and at passing motorists on two clear occasions, as well as at police. The street was closed off but citizens in the neighborhood had already left their residences.

According to records, the sheriff’s office sent its armored vehicle to the site and made telephone contact with Green again. They made several requests for him to put the gun down and come to the middle of the street.

Green reportedly responded with obscenities and became agitated when deputies placed a spotlight on him as it grew darker outside.

Green reportedly threatened to shoot a passing motorist and deputies. As deputies in the armored vehicle were having trouble seeing Green hidden behind an SUV, they told him they were coming to him and moved the vehicle closer, according to the report.

At 5:26 p.m., Green reportedly discharged his firearm at the vehicle occupied by police officers. Police shot back and Green sustained gunshot wounds to the left hip and left upper leg. He was treated by medics at the scene, then transported to Kootenai Health.

The rifle with a 30-round magazine was collected in fire mode with one live rifle cartridge in its chamber and one missing from its magazine. Three semi-automatic pistols were also secured from Green after he was shot, the report said.

More than 400 rounds of rifle and handgun ammunition, along with multiple magazines, were collected near the area where Green was shot. Much of the ammunition was loaded into rifle magazines and may have been stored in the tactical vest Green was wearing at the time of the shooting, according to the report. The vest appeared to have been cut off by medics.

Additional ammunition and magazines were located in a nearby backpack, according to the report.

The Coeur d’Alene Police and sheriff’s office were involved in the shooting, according to a news release.

No police officers were injured.

Idaho State Police investigated the event.
