NOTICE OF PUBLIC HEARING NOTICE OF HEARING ON CREATION OF KIDD ISLAND/HARBOR VIEW JOINT SEWER LID BOARD LOCAL IMPROVEMENT DISTRICT NO. 1 NOTICE IS HEREBY GIVEN April 18, 2022, at 6:00 p.m., at 7465 West Kidd Island Road, Coeur d'Alene, Idaho, has been fixed, pursuant to Resolution No. 2022-02, adopted on March 21, 2022 (the "Resolution"), as the time and place for a public hearing at which time the owners of property to be assessed within proposed Kidd Island/Harbor View Joint Sewer LID Board Local Improvement District No. 1 ("LID No. 1") may appear before the Directors of the Kidd Island/Harbor View Joint Sewer LID Board (the "Joint Board") and be heard as to the propriety and advisability of creating LID No. 1 and acquiring and constructing of the improvements hereinafter described, and as the time and place when and where the Joint Board will consider the creation of the proposed LID No. 1 and the acquisition and construction of the proposed improvements, and hear all complaints, protests, and objections which may be made in writing and filed with the Secretary of the Joint Board on or before said time by any owner of any parcel of land to be assessed. The design, acquisition, construction and installation of improvements to the existing treatment and collection system including, but not limited to: (i) Treatment system upgrades consisting of converting hay fields to forest for irrigation, replacing the lagoon liners, expanding the lagoon storage capacity, increasing the capacity of the irrigation pumping system, upgrading the electrical service including an extension of 3-phase power to the site, upgrading the aeration system, adding additional chlorine contact piping, adding new irrigation force mains, developing existing property that is not currently developed with irrigation, and expanding spray and drip irrigation by acquiring 25-acres of forest land, with 13-acres developed for irrigation and the remainder accounting for buffer zones; and (ii) Collection system improvements including septic tank and cleanout rehabilitation along Westway Drive beachfront, lift station and valve vault rehabilitation, a new flow meter for KIB, and an annual septic tank inspection and rehabilitation program, together with all related appurtenances; ii.Acquisition of easements and/or rights-of-way, as necessary; and iii. Costs of construction will include, but are not limited to, engineering, legal, accounting, costs of bond issuance, costs of interim financing, costs of financial advice, the funding of a guarantee fund or reserve account to secure payment of financing, and other costs incidental thereto. "All water rights within the boundaries of the Clark Fork-Pend Oreille River Basin water system in the State of Idaho" includes rights to the use of water from any water source, including streams, any springs, lakes, ground water, developed water, waste water, or any other source. A Notice of Claim must be filed for all water rights based upon state law by the deadline above, except for de minimis domestic and stockwater claims as described below.
