Public Notice - Coronavirus State and Local Fiscal Recovery Funds Kootenai County has been allocated approximately $32 million from the federal government through the American Rescue Plan Act. The funds will be released in two (2) installments, and the county will have until the end of 2024 to obligate available funds. The award terms allow for a performance period through December 31, 2026, which will provide Kootenai County a reasonable amount of time to complete funded projects. The Kootenai County American Rescue Plan Act (ARPA) Task Force is responsible for the review of all project and/or program requests presented to Kootenai County for Coronavirus State and Local Fiscal Recovery Funds. The Task Force will verify that each project and/or program meets the intent of the U.S. Treasury Interim Rule and aligns with one (1) of the four (4) categories of eligible uses, detailed below. US Treasury Interim Rule Sections 602(c)(1) and 603(c)(1) provide that funds may be used: a)To respond to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality; b)To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers; c)For the provision of government services to the extent of the reduction in revenue due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year prior to the emergency; and d)To make necessary investments in water, sewer, or broadband infrastructure.
