REQUEST FOR QUALIFICATIONS/ PROPOSALS The Coeur D' Alene Tribe's Public Works Department is soliciting qualifications and proposals from civil engineering and architecture firms to develop plans and specifications for the design of the Coyote Hills Housing Project immediately west of Worley, Idaho. The purpose of this Request for Qualifications/ Proposals (RFQ/P) is to select a multi-disciplinary team that is qualified to develop plans and specifications for the construction of a new housing project. Included in the design shall be a geotechnical report, topographic survey, proposed site grading, water and sewer utilities, proposed water well location and water storage reservoir location and design, stormwater drainage system, franchise utility design, roadway design, driveways, off-street parking areas, sidewalks, landscaping plan, fencing, three unique home designs for single-family houses, a complete design for a four (4) unit apartment building, a complete design for a six (6) unit apartment building, and all other necessary components of a fully functioning mixed-use housing development. The proposed design will include the production of a full PS&E package for the civil infrastructure design and building plans for the residential structures. The project design will conform to applicable rules, regulations, and standards set forth in the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-14, the Idaho Transportation Department Standard Specifications for Highway Construction, the Idaho Standards for Public Works Construction, and the 2018 International Building Code. Residential uses may be allowed at densities permitted by the Medium Density Multi-Family Residential (R2) Zone by special use permit. High Density Multi-Family Residential (R3): The R3 Zone is intended for residential structures containing one or more dwelling units potentially constructed in multiple-unit configuration at moderate to high density and for accessory uses that are associated and compatible with residential uses. This zone is primarily applied in areas where such residentially designated areas are readily serviced by collector and arterial streets suitable for higher levels of traffic, where other public services are sufficiently available for the intensity of use contemplated and where the configuration of Municipal infrastructure and neighboring land uses are compatible with the use allowed hereby. Lot area and building bulk and placement requirements shall agree with the values set forth in section 18.20.040, "Official Bulk And Placement Regulations Table", of this title. The Planning and Zoning Commission will review the requested zoning designations against the following review criteria found within PFMC 18.16.010 and 18.20.100. Consistent with Future Land Use Map.
