USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Shoshone County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests (IPNF) is seeking comments on activities proposed on National Forest System lands in an area approximately three miles north of Kellogg, Idaho, within the Eagle Creek drainage. The project area is located within the perimeter of the 2021 Character Complex Fire in portions of T50N R2E, T50N R3E, T51N R2E, T51N R3E, T52N R2E, and T52N R3E Boise Meridian. The proposal has been identified as the Character Fire Salvage and Restoration Project. In early July 2021, lightning storms first ignited the Prichard and Deceitful fires, which were managed as the Character Complex Fire and ultimately affected approximately 12,367 acres. The District is proposing to salvage timber on approximately 3,200 acres in stands where it is estimated the dead and dying trees have enough merchantable timber to provide an economically viable timber sale. This would capture the commodity value necessary to accomplish project objectives while contributing to employment and income in local communities and at the same time protecting other resources in the area to the extent possible. Tree seedlings would be planted in the salvage units after completion of harvest and site preparation activities. Salvage logging would result in large openings in the forest canopy. Forest Service policy normally limits the size of harvest openings to 40 acres or less in size; however, exceptions are allowable with Regional Forester approval. Of the 34 salvage units, 16 would result in openings larger than 40 acres in size. A request will be made to the Regional Forester seeking approval to exceed the 40-acre limit in accordance with direction provided in the Region 1 supplement R1 2400-2016-1 to Forest Service Manual 2470 (2471.1) and IPNF Forest Plan standard FW-STD-TBR-02. While existing roads and landings would be used wherever feasible, the proposed salvage would require construction of an estimated 10 miles of temporary road; assessment of roads in the area is ongoing and the amount of temporary road construction needed could change based on road conditions and availability. At the completion of their intended use, the temporary roads would be decompacted, recontoured to the approximate shape of the surrounding terrain, and seeded or covered with debris to prevent erosion and unauthorized use, and to accelerate hydrologic and vegetative recovery. Road maintenance would occur on routes used for the project. No new permanent road would be built. As part of this project, the Forest is requesting an emergency situation determination (ESD) pursuant to 36 CFR 218.21, to address the hazards threatening health and safety along roads and trails in the project area and to capture the commodity value necessary to accomplish project objectives directly related to reforestation. This is the notice and comment period for this project. If the ESD is approved, an environmental assessment (EA) will be prepared, and a decision notice (DN) signed in the summer of 2022. The environmental assessment would not be circulated for review and comment, and the decision would not be subject to administrative review (objection). Achievement of project objectives is most likely to be successful with implementation in summer and fall 2022. A large-scale map and other documents are available on the project website at https://www.fs.usda.gov/project/?project=61090. As provided for in 36 CFR 218.25(a)(1)(i), written, facsimile, hand-delivered, oral, and electronic comments will be accepted for 30 calendar days following publication of this legal notice in the Coeur d'Alene Press newspaper. It is the responsibility of all individuals and organizations to ensure that their comments are received in a timely manner (36 CFR 218.25(a)(4)). Electronic comments can be submitted on the project website . In the "Get Connected" box on the right hand side, click "Comment on Project" to submit your comments. Electronic comments may be submitted in a format such as an e-mail message, plain text (.txt), rich text format (.rtf), or Word documents (.doc). If submitting electronic comments please put the project name ("Character Fire Salvage") in the subject line. Written comments can be mailed to Character Fire Salvage Project, Coeur d'Alene River Ranger District, 2502 East Sherman Avenue, Coeur d'Alene, ID 83814. In keeping with precautionary measures related to the COVID-19 pandemic, the office is not open at this time for hand-delivered submissions. If you need to hand deliver your comments please call the District office (208-664-2318) to make arrangements. Comments may also be faxed to (208) 769-3062.
