REQUEST FOR QUALIFICATIONS/ PROPOSALS The Coeur D' Alene Tribe's Public Works Department is soliciting qualifications and proposals from civil engineering firms to develop plans and specifications for the design of the 11th Street Apartments Project in Plummer, Idaho. The purpose of this Request for Qualifications/Proposals (RFQ/P) is to select a qualified consulting firm to develop plans and specifications for the construction of apartments on 11th Street in Plummer, ID. The proposed design shall include site grading, water, sewer, stormwater drainage, franchise utilities, driveways, off-street parking, landscaping, fencing, lighting, building plans and specifications, and all other necessary components for a completed building and site improvements. The proposed design will include a geotechnical report, topographic survey, preliminary recommended design alternatives, and the production of a full PS&E packet. NOTICE OF INTENT TO SUBMIT WAIVER AND STATE PLAN AMENDMENTS AND SOLICITATION OF PUBLIC INPUT Pursuant to 42 CFR § 440.386 and 42 CFR § 441.304, the Idaho Department of Health and Welfare Division of Medicaid (Department) provides public notice of its intent to submit to the Centers for Medicare and Medicaid Services (CMS) amendments to the Aged and Disabled §1915(c) waiver and to the Medicaid State Plan/CHIP State Plan. These amendments pertain to the enrollment policy for Dual Eligible Participants enrolled in the Medicare Medicaid Coordinated Plan (MMCP). The Department assures these changes are in compliance with 42 CFR§ 440.345 and 42 CFR§ 447.204, and with the provisions of section 5006(e) of the ARRA of 2009 and Idaho's Tribal Consultation Policy. PROPOSED STATE PLAN CHANGES Idaho Medicaid intends to submit amendments to the CMS for the Aged and Disabled §1915(c) waiver and for the Idaho Medicaid State Plan/CHIP State Plan. These amendments will allow for passive enrollment into the Idaho Medicaid Plus (IMPlus) Program for full dual eligible individuals in additional counties with only one participating health plan. Currently there are nine (9) counties with one participating health plan: Adams, Benewah, Clark, Gooding, Jerome, Latah, Shoshone, Valley, and Washington. In 2022, this participating health plan will expand into three (3) additional counties: Blaine, Lincoln, and Clearwater. In these three counties, the state will enroll all dual-eligible individuals into the IMPlus Program under the participating health plan, Blue Cross of Idaho. The state will send letters to these individuals to notify them of their enrollment and the option to opt out of the IMPlus Program and remain covered by the Medicaid Fee-for-Service system. These individuals will have (90) days to respond to the state to opt out of the IMPlus before enrollment begins. Individuals enrolled in the IMPlus in these counties may disenroll at any time. The Department intends to submit these amendments to CMS with a requested effective date of April 1, 2022. PROPOSED CHANGES TO RATE DETERMINATION METHODS 1. Details Regarding Changes to Rate Determination Method for Supported Living - Residential Habilitation, Adult Day Health, Community Supported Employment, Prevocational Services, Career Planning Services, Community Habilitation, Developmental Therapy, and Community Crisis Support (provided by Residential Habilitation Agency, Supported Employment Agency, Certified Family Homes, and Behavior Consultation Providers). * The rate model that will be used to develop the reimbursement rates is described in Idaho Administrative Code (IDAPA) 16.03.10.038. The Department will survey providers to identify the actual cost of providing the specified services (Cost Survey). Reimbursement rates will be based on surveyed data and derived using a combination of four cost components - direct care staff wages, employee-related expenses, program-related expenses, and general and administrative expenses. * The individual components of the rate will be determined as follows: (a) Direct Care Staff Wages. The direct care staff wage component (Wage) used to establish the new reimbursement rate is set using the mean hourly wage of one (1) or more occupation profiles from the most current Bureau of Labor and Statistics (BLS) State Occupational Employment and Wage Estimates table for the state of Idaho found on the BLS website at www.bls.gov. The BLS occupation profile that most closely aligns with the duties, education level, and supervision requirements of the direct care staff providing the service is utilized. If more than one (1) occupation profile aligns with the duties, education level, and supervision requirements of the direct care staff providing the service, then a weighted average of the mean hourly wage of multiple BLS occupation profiles is utilized. When there is no comparable occupation profile or profiles for the direct care staff then the wage component used to establish the new reimbursement rate is set using the weighted average hourly rate (WAHR) of the surveyed wages included in the final cost survey results. (b) Employee-Related Expenses. The ERE component percentage (ERE%) used to establish the new reimbursement rate is set using the cumulative percentage of employer costs for employee compensation from the most current BLS Employer Costs for Employee Compensation table for the West Region in the Mountain Division and IRS Publication 15. (c) Program-Related Expenses. Utilizing data in the final cost survey results, each agency's PRE component percentage (PRE%) is calculated by dividing the agency's total PRE by the agency's total wages. Each agency's PRE% is ranked, and the PRE% used to calculate the new reimbursement rate is set at the mean of the agency PRE%. (d) General and Administrative Expenses. Utilizing data in the final cost survey results, each agency's G&A component percentage (G&A%) is calculated by dividing the agency's total G&A expenses by the sum of the agency's total wages, plus the total ERE, plus the total PRE, plus the total G&A expenses. Each agency's G&A% is ranked, and the G&A% used to calculate the new reimbursement rate is set at the mean of the agency G&A%. The G&A% used to calculate the new reimbursement rate will not exceed ten percent (10%) of the total reimbursement rate per staff hour. *Total Reimbursement Rate Per Staff Hour of Service =((Wage + (ERE% x Wage) + (PRE% x Wage)) /(1- (G&A%)). *Reimbursement rates may be set at a percentage of the total reimbursement rate per staff hour.
