PERMITS: Relax some permit rules

Building permits are taking way too long these days and in order to speed things up the county should consider reinstating the ability to open up select building projects without the need for complete permits. This existed in 2018/19 for a while for construction in the county like additions, pole barns, etc.

This way, individual homeowners would be able to move forward with their projects faster and the county focus could remain on major projects by developers and builders whose projects without doubt need more time and attention.
