NOTICE FOR OBJECTION USDA - Forest Service, Northern Region Idaho Panhandle National Forests Bonners Ferry Ranger District Boundary County, Idaho Westside Restoration Project -Draft Decision Notice/Finding of No Significant Impact Kevin Knauth, the Bonners Ferry District Ranger and Responsible Official has prepared a draft decision notice and finding of no significant impact (DN/FONSI) for the Westside Restoration Project. He has selected Alternative 2 - Modified as described in the Westside Restoration Project draft DN/FONSI. The project area is approximately 60,000 acres in size and is located within Boundary County, Idaho and includes the Myrtle, Snow and Caribou Creek watersheds and Dodge Peak and White Mountain areas. The project area boundary encompasses all or portions of sections: T63N, 1W, Sec. 26-28, 31-35; T62N, 1W, Sec. 2-11, 14-23, 26-35; T62N, 2W, Sec. 7-36; T61N, 2W, Sec. 1-5, 9-12, 14-16, 21-22; T61N, 1W, Sec. 2-11, 14-15; T60N, 2W, Sec. 2-3, 11-13, 24-25, 30. Boise Meridian. Alternative 2 - Modified would include approximately 7,152 acres for commercial timber harvest with an additional 2,482 acres of natural fuels prescribed burning, and 1,730 acres of precommercial thinning to improve forest health and resilience. Other activities include the management of roads, recreation, invasive weeds, wildlife habitat, fish passage, and scenery. This project was developed in collaboration with the Kootenai Valley Resource Initiative to complement other landscape restoration work in the Lower Kootenai River Valley. As a Collaborative Forest Landscape Restoration Program project, our team has been working with other landowners, the local community and organizations, and other agency partners in an all-lands approach to forest restoration with an emphasis on these watersheds. The environmental assessment, maps, and supporting information are listed on the project website: https://www.fs.usda.gov/project/?project=56888. The Westside Restoration Project would be implementing the 2015 IPNF Land Management Plan with no proposed forest plan amendments and is not authorized under the Healthy Forests Restoration Act. Kootenai Metropolitan Planning Organization Coeur d'Alene Health Corridor District Transportation Planning and Traffic Analysis Study Notice of Opportunity for Public Comment Kootenai Metropolitan Planning Organization (KMPO), ignite cda, Kootenai Health, the City of Coeur d' Alene, and the Idaho Transportation Department (ITD) are working collaboratively to identify the transportation changes needed to accommodate development in and around the Health Corridor Urban Renewal District. A master plan for the Health Corridor was completed by ignite cda in September 2019 and subsequently adopted by the Coeur d' Alene City Council in November 2019. The Master Plan provides a long-range vision for development within the Health Corridor Urban Renewal District. In July 2020, KMPO, ignite cda, Kootenai Health, the City of Coeur d'Alene, and ITD contracted with DOWL to perform the current study to build upon the Master Plan. This project is focused on evaluating the transportation needs and developing recommendations for solutions that address congestion and safety issues within and around the Health Corridor District. The Master Plan refers to these solutions as "Mobility Improvements" and recommends further study to review and refine the transportation infrastructure needs, which is the purpose of this current effort. The project scope includes the following: Review the existing transportation system needs; determine future transportation needs to accommodate the development proposed in the Master Plan; review the needs and proposed solutions with project stakeholders and the public; and develop an implementation plan for construction of the proposed solutions that meet the future transportation needs. A virtual open house will be held June 17th, 2021 from 5 pm to 7 pm to provide public review of the results, which includes existing conditions analysis and proposed changes that have been developed to support future growth in the Health Corridor.
