CITY OF HAYDEN LAKE, IDAHO SUMMARY OF ORDINANCE NO. 299 AN ORDINANCE OF THE CITY OF HAYDEN LAKE, IDAHO, ADDING CHAPTER 9 TO TITLE 9 OF THE CITY CODE TO REGULATE SHORT-TERM RENTALS; PROVIDING FOR SEVERABILITY, PREEMPTION AND PRECEDENCE, PROVIDING FOR THE REPEAL OF ALL CONFLICTING ORDINANCES; PROVIDING AN EFFECTIVE DATE; PROVIDING FOR SUSPENSION OF THE RULES AND PROVIDING FOR OTHER MATTERS PROPERLY RELATED THERETO. SECTION ONE OF THE ORDINANCE ADDS A NEW CHAPTER 9 TO TITLE 9 OF THE CITY CODE ENTITLED "SHORT-TERM RENTALS". THE NEW CHAPTER REQUIRES THE FILING OF AN APPLICATION FOR AND ISSUANCE OF A SHORT-TERM RENTAL PERMIT WITH THE CITY CLERK BEFORE ANY RESIDENTIAL DWELLING IN THE CITY IS RENTED FOR THIRTY (30) DAYS OR FEWER, ALTHOUGH ANY RESIDENTIAL DWELLING IN THE CITY MAY BE RENTED WITHOUT A PERMIT FOR NO MORE THAN FOURTEEN (14) DAYS PER CALENDAR YEAR, WHERE THOSE FOURTEEN (14) DAYS ARE DIVIDED INTO NO MORE THAN TWO (2) STAYS. THE NEW CHAPTER ALSO REQUIRES THE ANNUAL RENEWAL OF A SHORT-TERM RENTAL PERMIT ALONG WITH THE IDENTIFICATION OF A "RESPONSIBLE PARTY" WHO CAN BE CONTACTED CONCERNING COMPLAINTS ABOUT A SHORT-TERM RENTAL. VIOLATIONS OF THE NEW CHAPTER WOULD SUBJECT THE VIOLATOR TO AN INFRACTION PUNISHABLE BY A FINE OF $300.00. THREE (3) OR MORE VIOLATIONS IN A CALENDAR YEAR MAY ALSO RESULT IN THE REVOCATION OF A SHORT-TERM RENTAL PERMIT AND THE NON-ISSUANCE OF A PERMIT FOR THREE (3) YEARS. PROPOSED NATIONAL FOREST STEWARDSHIP PROJECT IDAHO PANHANDLE NATIONAL FOREST BONNERS FERRY DISTRICT The Idaho Panhandle National Forests will be soliciting proposals during the fall of 2020 for the Timbuck Stewardship Sale. The proposed sale is located within sections 31, 32, 33 T61N, R3E, Sections 4, 5, 6, 7, 8, 9, 16, 17, 18, T60N, R3E, of the Boise Meridian. Timbuck Stew is located approximately 23 miles southeast of Bonners Ferry, Idaho accessed by Ash Street, County Katka Road 24, and Forest Service Katka Road 314. This contract includes 818 acres of seed tree with reserves. The Stewardship Project consists of an estimated 87,283 TON of Combined Softwood sawtimber and an estimated 3,480 TON of non-saw marked or otherwise designated for cutting, and specific land management activities. In addition, there is an unestimated volume of non-saw that may be removed at the option of the contractor. Volume estimates are subject to change. An estimated 48% of the Timbuck Stew Sale will be harvested using a ground based logging system while the remaining 52% will be harvested using skyline yarding system. The Timbuck Stew Sale will require the Contractor to reconstruct 37.98 miles of system road to access included timber. This is an opportunity for prospective bidders to visit the area before the proposed Timber Sale is offered for solicitation in fall of 2020. ORDINANCE NO. 555 CASE NO. ZON20-0001 AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF KOOTENAI COUNTY BY CHANGING THE ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE UNINCORPORATED AREA OF KOOTENAI COUNTY, IDAHO; REPEALING ALL ZONING MAP PROVISIONS IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Kootenai County Hearing Examiner held a duly-noticed public hearing on August 20, 2020 for Case No. ZON20-0001 and made a recommendation of approval on said application; and WHEREAS, the Kootenai County Board of Commissioners held a public hearing on October 15, 2020 for the same request after receiving the recommendation of approval from the Hearing Examiner and issuing an Order evidencing the reasons for approval; NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of Kootenai County, Idaho: SECTION 1.
