VEHICLE FEE: Charge newcomers

I have a suggestion regarding the vehicle fee: How about all of those who move to the state of Idaho and are licensing for the first time, let them pay the $50 fee. Another idea would be to charge out-of-state boaters who use our lakes a $50 per year fee for that use. Just a suggestion…
