NOTICE OF INTENT TO SUBMIT STATE PLAN AND WAIVER AMENDMENTS SOLICITATION OF PUBLIC INPUT Pursuant to 42 CFR § 457.65, the Idaho Department of Health and Welfare is giving public notice of impending changes to its State Child Health Plan Under Title XXI of the Social Security Act for the Children's Health Insurance Program. The Department has solicited input from Idaho's Tribal representatives regarding these changes in compliance with section 5006(e) of the American Recovery and Reinvestment Act of 2009 and its Tribal Consultation Policy. NOTICE OF INTENT TO SUBMIT STATE PLAN AMENDMENTS AND SOLICITATION OF PUBLIC INPUT The Idaho Department of Health and Welfare is giving public notice of an impending change to the Idaho Medicaid State Plan. The Department assures these changes are in compliance with 42 CFR 440.386 and 42 CFR 440.345, and with the provisions of section 5006(e) of the ARRA of 2009. Idaho Medicaid has solicited input from Idaho's Tribal representatives regarding these changes in compliance with section 5006(e) of the American Recovery and Reinvestment Act of 2009 and its Tribal Consultation Policy. PROPOSED STATE PLAN CHANGES Idaho Medicaid intends to submit applications to the Centers for Medicare and Medicaid Services (CMS) for State Plan Amendments (SPAs) adding a new home visiting benefit to the Basic and Enhanced Alternative Benefit Plans (ABPs). The new benefit will be directed toward helping children at risk of child abuse and neglect based through an evidence-based program that has been shown to improve the lives of children and families by supporting positive parenting, improving maternal and child health, and promoting child development and school readiness. Home visits, usually about an hour in length, are conducted by a nurse, social worker, or early childhood specialist. A typical visit might include education on child developmental stages and progress, structured parent-child activities, assistance with resolving problems, and linkage with community services and parenting resources. The new benefit will be provided under targeted case management authority described in 42 CFR 440.169. The Department intends to request an effective date of July 1, 2020 for these changes. No public hearings have been scheduled at this time. PUBLIC COMMENT The Department is accepting written comments regarding these SPAs for a period of thirty (30) calendar days.
