Notice of Public Hearing: Rathdrum-Prairie Aquifer Protection Programs KOOTENAI CO., ID - The Kootenai County Aquifer Protection District Policy and Budget Committee (APD) is asking for input in developing the Committee's fiscal year (FY) 2021 budget. Residents are invited to a public hearing, where any data, opinions, ideas or suggestions regarding aquifer protection and maintenance are encouraged. The Kootenai County Aquifer Protection District funds programs related to the protection of the Rathdrum-Prairie Aquifer. In collaboration with Panhandle Health District, the Department of Environmental Quality, the Idaho Department of Water Resources, and other community partners, APD has supported such programs as the University of Idaho Confluence Educational Program and the water level monitoring education programs at several area schools. The committee also annually recommends funding for the aquifer well sampling program, hosting of educational forums, publication of the Aquifer Atlas, and ways to provide aquifer protection and community awareness. KOOTENAI COUNTY OFFICE OF EMERGENCY MANAGEMENT and RESOURCE MANAGEMENTOFFICE REQUEST FOR INFORMATION (RFI) Hazardous Fuel Treatment Fernan Lake Natural Area Background Kootenai County FireSmart is a fire mitigation program designed to assist landowners in creating fuel breaks planned and strategically placed within a community landscape, and cooperatively managed by the Kootenai County Office of Emergency Management and the Kootenai County Resource Management Office. The Kootenai County FireSmart program seeks information as it embarks on working with the City of Coeur d'Alene to reduce fuels in the Fernan Lake Natural Area. This RFI is issued pursuant to Idaho Code ยง67-2801, et seq. The information sought by this RFI will assist in the development of a potential request for proposals (RFP). This RFI is issued solely for information and planning purposes, and shall not be construed as a commitment by Kootenai County to award a contract. Fernan Lake Natural Area Project Overview The Fernan Lake Natural Area is located at the eastern edge of the City of Coeur d'Alene, Idaho. Coeur d'Alene's open space abuts a moderately dense development known as Armstrong Park. A map of the general project area is attached. Access to the property is provided by trailhead parking located off Potlatch Hill Road, on the south side of Lake Fernan. Access within the project area is provided by developed foot paths. The project area encompasses steep (30%-65% slope), rocky terrain that is covered by dense fields of tall brush (primarily oceanspray, ninebark, and snowberry), with interspersed pockets of timber. The project objective is to modify fuels in a manner that will significantly change expected fire behavior, slowing fire spread enough for local resources to suppress a wildfire fire before it can damage nearby homes or endanger lives. This will involve developing vertical separation and lowering the horizontal continuity of fuels by cutting ladder and ground fuels, i.e. brush, small trees and down woody debris, pruning trees, and then disposing of the slash through a combination of means that may include mastication, chipping, and/or pile and burn. These activities must be conducted in a manner that supports the special aesthetic values, recreational opportunities, and wildlife habitat the area offers as well the water quality of Fernan Lake. Purpose of this Request for Information (RFI) Kootenai County's Resource Management Office is seeking information from qualified respondents who have developed and/or implemented innovative practices and/or strategies that address the challenges and issues associated with operating in an area such as described. 1. Please share a brief summary of solutions you have developed and/or implemented to reduce fuels in an area such as the Fernan Lake Natural Area. 2. Please share the fuel reduction capabilities your company has that may apply to this project, for example, your ability to reduce fuels though mechanical and/or hand means on varied terrain using low impact techniques.
