DEQ SEEKS COMMENT ON DRAFT IDAHO POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT FOR SOUTH FORK COEUR D'ALENE RIVER SEWER DISTRICT MULLAN WASTEWATER TREATMENT PLANT PROPOSED ACTION: The South Fork Coeur d'Alene River Sewer District Mullan Wastewater Treatment Plant applied to the Department of Environmental Quality (DEQ) for an Idaho Pollutant Discharge Elimination System (IPDES) wastewater discharge permit for its municipal wastewater treatment facility located 191 Mill Road, Mullan, Idaho 83846. DEQ is seeking public comment on the draft IPDES permit, associated fact sheet, and application for the Mullan wastewater treatment facility. This proposed permit authorizes the discharge of treated municipal wastewater year round to the South Fork Coeur d'Alene River for five years. The permit identifies the pollutants of concern and specifies associated discharge limits. Additionally, the permit specifies monitoring and reporting requirements necessary to ensure compliance, protect human health, and assure the integrity of Idaho's environment. PUBLIC COMMENT PERIOD: Notice is given that DEQ has scheduled a period to receive public comments. Short-term and long-term impacts may occur during project construction that include temporary disruption of the distribution system, increased noise, increased dust pollution, increased potential for stormwater runoff, and disruption of localized traffic conditions. The project contractor is responsible for managing the temporary disruptions of the system. Beneficial Impacts: Overall, the completion of the proposed project will have long-term positive effects through increased reliability of water distribution to residential and commercial consumers. Description of the Project: The proposed project involves: *Upgrading the existing supply control system, Supervisory Control and Data Acquisition (SCADA) for more reliable control; *Aggregating water right and all water supply diversion points with a municipal designation; *Upgrading Well #7 by replacing the existing automatic transfer switch for the existing generator, replacing the torpedo casings with pump control valves, and recoating pump discharge piping; *Upgrading Well #8 by providing back-up power (generator) and an automatic transfer switch, replacing the torpedo casings with pump control valves, and recoating pump discharge piping; *Upgrading the existing storage control system to include reliability during power outages, providing more data to the district office, and remote access to the system operator; *Rehabilitating the existing Farragut Tank (Reservoir #1) with epoxy crack sealing, an epoxy interior coating, and acrylate exterior coating and replacing tank access stairs and overflow discharge pipe; *Rebuilding/tuning the existing Pressure Reducing Valves (PRVs) for improving system operations; *Constructing approximately 3,250 feet of new 12-inch transmission main to the District's distribution network from Well #7; *Constructing approximately 5,000 feet of new 12-inch distribution main along the west side of the District's existing system with the addition of new PRV stations as needed; and Constructing approximately 2,200 feet of 6-inch distribution main to Dromore area on the northeast side of Bayview.
