NOTICE FOR COMMENT USDA - Forest Service, Northern Region Idaho Panhandle National Forests Sandpoint Ranger District Bonner County, Idaho Buckskin Saddle Integrated Restoration Project - Draft Decision and Finding of No Significant Impact Michelle Caviness, acting District Ranger for the Sandpoint Ranger District has prepared a draft decision notice and finding of no significant impact (DN/FONSI) for the Buckskin Saddle Integrated Restoration Project located on the Sandpoint Ranger District of the Idaho Panhandle National Forests (IPNF). She has selected Alternative 2 - Modified as described in the Buckskin Saddle Integrated Restoration Project draft DN/FONSI. This project would conduct a variety of natural resource management activities on National Forest System lands south of the Clark Fork River and up to the Minerva Peak, Buckskin Saddle and Elk divide. The primary drainages included are the Granite, Kilroy, Johnson, Derr, Twin, Delyle, and Dry Creek watersheds. The Buckskin Saddle project area is approximately 50,600 acres in size and is located within all or portions of Federal lands in: T55N, R1W, Sections 12, 13, 23-26, 34-36. T55N, R1E, Sections 1, 7-36. T55N, R2E, Sections 6-8, 15-23, 25-36. T55N, R3E, Sections 31, 32. T54N, R3E, Sections 3-10, 16-18. T54N, R2E, Sections 1-4, 9-14. T54N, R1E, Sections 1-6, 8-11, 15-17, 20, 21, Boise Meridian. As outlined in the draft DN/FONSI, Alternative 2 - Modified includes about 13,217 acres of commercial vegetation management on National Forest System lands. Proposed vegetation treatments include 4,604 acres of seedtree harvest, 7,809 acres of shelterwood harvest, 441 acres of improvement cut, and 267 acres of commercial thinning. Actions to improve wildlife habitat, aquatic resources, roads, scenery, recreational opportunities, and manage noxious weeds are also proposed. Road treatments would improve drainage, reduce road sediment and provide for safe public travel. About 173 miles of road maintenance are proposed along with about a quarter mile of road reconstruction. Approximately 27 miles of new system roads would be constructed to provide access to the vegetation treatment units, these same roads would then be stored after use to protect wildlife habitat and reduce the risk of sediment from entering the stream systems in the long term. After project completion, a total of 98 miles of currently closed roads and 3.5 miles of open road are proposed for storage. Also, about 9 miles of currently closed road and 0.3 miles of open road would be decommissioned. About 0.4 miles of temporary road is proposed. Approximately 36 miles of trails would be maintained with spot reconstruction on steep sections to reduce sediment delivery into the stream systems. The Buckskin Saddle Integrated Restoration Project - Environmental Assessment (EA) contains the detailed proposed action.
