Set the precedent and example for the REST of Kootenai County, INFRASTRUCTURE FIRST! And … at the developer’s expense. AKA IMPACT FEES. (New/future development pays the costs to “tie into” and upgrade of the infrastructure, completing it before the project begins.)

No infrastructure/infrastructure upgrade no development — period.
