STAR: Denied and disappointed

I applied for a STAR driver’s license at the courthouse. Arrived with my passport, Social Security card, birth certificate, existing driver’s license, military form DD214 discharge paper, hunting license and insurance bill with my current address. I presented all of the above after a 30-minute wait and was refused the STAR license.

The active hunting license was not acceptable? In some states, illegal aliens are getting a driver’s license with what identification? What is wrong with this scenario?
