NOTICE OF PUBLIC HEARING LIVINGSTON ANNEXATION (File No. ANNX-0005-2020) NOTICE IS HEREBY GIVEN that the City Council of Post Falls will hold a public hearing at City Hall, 408 Spokane Street, on the 19th of January, 2021 at 6:00 p.m., on a request to annex approximately 10 acres with a High-Density Multi-Family Residential (R-3) zoning designation. High Density Multi-Family Residential (R3): The R3 Zone is intended for residential structures containing one or more dwelling units potentially constructed in multiple-unit configuration at moderate to high density and for accessory uses that are associated and compatible with residential uses. Lot area and building bulk and placement requirements shall agree with the values set forth in section 18.20.040, "Official Bulk And Placement Regulations Table", of this title. As part of the consideration for Annexation, the Planning and Zoning Commission has recommended a Zoning District to City Council for a subsequent public hearing regarding the annexation proposal. The City Council will review the requested zoning designations against the following review criteria found within PFMC 18.16.010 and 18.20.100. Consistent with Future Land Use Map. Consistent with the Goals and Policies Found in the Comprehensive Plan. Zoning is assigned following consideration of such items as street classification, traffic patterns, existing development, future land uses, community plans, and geographic or natural features. Encourage a balance of land uses to help Post Falls remain a desirable, stable, and sustainable community. Commercial and high-density residential zoning is typically assigned along streets with a higher road classification. Limited or neighborhood commercial and lower density residential zoning is typically assigned for properties as they proceed farther away from the higher intensity urban activity. Ensure that adequate land is available for future housing needs. Industrial zoning is typically assigned for properties with sufficient access to major transportation routes and may be situated away from residential zoning. NOTICE OF INTENT TO SUBMIT STATE PLAN AMENDMENT AND SOLICITATION OF PUBLIC INPUT Pursuant to 42 C.F.R. § 447.205, the Idaho Department of Health and Welfare Division of Medicaid (Department) provides public notice of its intent to submit a State Plan Amendment (SPA) to the Centers for Medicare and Medicaid Services (CMS) to update the payment methodology for supplemental payments to hospitals based on the difference between Medicaid payments and the upper payment limit, or UPL. The Department assures these changes are in compliance with 42 CFR§ 440.345 and 42 CFR§ 447.204. PROPOSED CHANGES FOR HOSPITAL REIMBURSEMENT POLICY The SPA will associate supplemental payments with quality of services and participation in the Healthy Connections Value Care (HCVC) program. Supplemental payments made for inpatient and outpatient adjustments are governed by Idaho Code 56-1406. The supplemental payments are intended to be used to improve access to health care.
