NOTICE OF PUBLIC HEARING RATHDRUM CITY COUNCIL The City Council will hold a Public Hearing on Wednesday, November 13, 2019 commencing at 6:00 PM located at Rathdrum City Hall, 8047 W Main Street, Rathdrum, ID 83858. The purpose of this Public Hearing is to consider proposed amendments to the Rathdrum City Zoning Code text, Title 11, Chapter 5, General Provisions and Performance Standards, Section 2, Residential Standards, Subsections 11-5-2 (B) Residential Landscaping, 11-5-2 (C) Residential Driveways and Parking Requirements, and 11-5-2 (I) Accessory Structures. The intent of the text amendments is to respond to identified conflicts in code, address common practices and/or to provide for clarity and ease of use. In summary the proposed changes will: 1. Allow for more flexibility in front yard and street side yard usage and residential landscaping. Current Code allows only grass, a single tree and paved driveway in front yards and side yards flanking a street. The proposed language will allow additional impervious surfacing for accessory parking and access to side and rear yards and variations in landscaping materials. 2. Provide for landscape maintenance, 3. Provide for protections of public sidewalks and stormwater swales, 4. Clarify and strengthen prohibition of storage in front yards (for example unlicensed vehicles, RVs, boats and trailers), 5. Allow accessory structures up to 1,200 square feet in area within 5-feet of rear and/or side property lines vs. 10-feet (with provisions provided), and 6. Strengthens prohibition of accessory structures in front yards and side yards flanking a street. The Council will also consider proposed amendments to the Rathdrum City Public Health and Safety Code text, Title 4, Chapter 1 Nuisances, Article A Noise Control. The intent is to correct an oversight that removed prohibitions of loud or unusual noise when the previous code was repealed in 2012. In summary the proposed changes will: 1. Provide definitions, 2.
