NOTICE OF INTENT TO SUBMIT STATE PLAN AMENDMENT AND SOLICITATION OF PUBLIC INPUT Pursuant to 42 C.F.R. § 447.205, the Idaho Department of Health and Welfare Division of Medicaid (Department) provides public notice of its intent to submit a State Plan Amendment (SPA) to the Centers for Medicare and Medicaid Services (CMS) to increase the Intermediate Care Facilit Individuals with Intellectual Disabilities (ICF/ID) Upper Payment Limit (UPL). PROPOSED CHANGES TO THE ICF/ID UPL Starting in state fiscal year 2020, this State Plan Amendment (SPA) will increase the Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/ID) Upper Payment Limit (UPL) up to 112%. This change is being made to prevent the closing of current ICF/IDs and to prevent access issues for Medicaid participants. The effective date is July 1, 2019.
