POST FALLS: Horns from hell

I don’t want any trouble, I just want quiet.
I’ve asked the mayor of Post Falls about instituting a Quiet Zone, meaning the rail/road intersections have sufficient warning that horns are redundant. His response was very nice and utterly non-committal.
As far as I can tell, most crossings in the city have lights, bells and arms. It would cost money to ensure all crossings are brought up to standard for a Quiet Zone. I’m not certain of the will of the powers that be, but I am about to find out what the will of the sleep deprived denizens of Post Falls is.
I am going to start a signature drive to see how many people prefer quiet to blaring horns.
