USDA - Forest Service Idaho Panhandle National Forests Coeur d'Alene River Ranger District Shoshone County, Idaho The Coeur d'Alene River Ranger District of the Idaho Panhandle National Forests (IPNF) is seeking comments on activities proposed on National Forest System lands in an area approxi mately 2 miles southwest of Murray, Idaho. The proposal has been identified as the Crown Point Access Project. The project area is located in Shoshone County, Idaho; T49N, R4E, Sections 1 and 2, Boise Meridian; in the Prichard Creek and Beaver Creek-Lower North Fork Coeur d'Alene River watersheds. The Forest Service is obligated to process, administer and manage mining operations on or accessed via National Forest System lands conducted under the authorities of the following laws and regulations: the U.S. Mining Laws of May 10, 1872 (17 Stat. 91 as amended 30 U.S.C. 3l-54), the Organic Administration Act of 1897 (30 Stat. 34 as amended 16 U.S.C. 473-478,419-482 and 551), and Public Law 91-631, entitled the Mining and Minerals Policy Act of 1970. The laws established a statutory right to go upon and use the open public domain land of the National Forest System (NFS). Regulations promulgated on September 1, 1974, enacted 36 CFR 228 Subpart A - Locatable Minerals. The regulations set forth rules and procedures for mining related activity on NFS land to minimize adverse environmental impacts on NFS surface resources. New Jersey Mining Company has submitted a Plan of Operations (Plan) proposing to utilize Forest Service (FS) roads and trails administered by the Idaho Panhandle National Forests in order to access privately held mining claims over a five-year period.
