RESOLUTION NO. 2017-285 A RESOLUTION OF THE CITY OF RATHDRUM, KOOTENAI COUNTY, DECLARING ONE SOURCE VENDOR AND AUTHORIZATION OF NOTICE OF SOLE SOURCE PROCUREMENT WHEREAS, it is the desire of the City to construct a new water production well pump house for the new well on the west-side of State Highway 41; and WHEREAS, it is essential that the instrument control panels, telemetry/SCADA items, motor control centers and accompanying units be compatible with the city's respective monitoring and operational control systems being currently operated by the City of Rathdrum; and WHEREAS, Automatic Electrical Systems, Inc. has been servicing the telemetry components, network pumps, motor control centers, and electrical control panels of the City of Rathdrum's water distribution system; and NOW, THEREFORE, the city council of the City of Rathdrum makes the following findings: 1. That Automatic Electrical Systems, Inc. is the only vendor of instrument control panels, telemetry/SCADA items, and motor control centers compatible with improvements already used in the City of Rathdrum; and 2. That there is no functional equivalent that is readily compatible with the city's existing equipment; and 3. That the compatibility of equipment, components, accessories, and replacement parts is the paramount consideration in this purchase to provide increased water pressure in conjunction with the new SH 41 Water Production Well Project; and 4. That Automatic Electrical Systems, Inc. has experience servicing the City of Rathdrum's water distribution system; and 5. That it is in the best interest of the City of Rathdrum to purchase the above listed equipment as a sole source procurement. 6. That the contract for the purchase and installation of the equipment will not exceed one (1) year.
