Title 4, Chapter 1, Nuisances: revising so that a vehicle is determined to be a nuisance when either non-operating or unlicensed, this revision also allows for consistency with Title 11, Chapter 11, Storage Standards; Title 4, Chapter 3, Animals: revising so that owners are allowed five business days instead of three to claim impounded animals; Title 6, Chapter 1, Traffic Regulations: revising to adopt Idaho Code standards for visibility at intersections and penalties for failure to comply; Title 11, Chapter 22, Sign Code: increasing number of small signs authorized without a sign permit from one to three, clarifying vehicle signage standards, and creating measurement standards for monument and freestanding pole signs; Title 12, Chapter 6, Required Subdivision Improvements: revising greenbelt measurement standards for consistency with the adopted standard drawings, clarifying that a greenbelt tract does not qualify for a buffer width reduction, and allowing greenbelts to be combined with street tree buffers; Title 12, Chapter 9, Condominium Platting Procedures: replacing reference to planner with director; and Title 12, Chapter 10, Boundary Line Adjustments: revising "applicability" to remove references to standards of approval and relocate these to a more appropriate area in the Chapter, requiring submission of a title report, creating a notice period to outside agencies, jurisdictions and lienholders of record, clarifying that additional non-conformities cannot be created if the lots currently conform to city code, revisions to allow for a lot line to be adjusted that spans public right-of-ways so long as the condition existed prior to the boundary line adjustment, and allowing for a deed of conveyance rather than a warranty deed; providing severability; providing repeal of conflicting ordinances; and providing an effective date.
