Isn’t this the perfect example of pure cronyism? It’s just a little bit outside the rules and besides, according to Mr. Hammond, “this building sat vacant for 20 years without collecting taxes.”

OK, so I get it. Just make promises of some supposed future benefit, empty your building and you don’t have to pay property tax plus you can take city property!
