USDA - Forest Service Idaho Panhandle National Forests Kootenai County, Idaho The Idaho Panhandle National Forests has announced availability of the Interagency Natural Resource Center Environmental Assessment (EA) and draft Decision Notice (DN). The Interagency Natural Resource Center project is located on the grounds of the Coeur d'Alene Nursery adjacent to Kathleen Avenue in the City of Coeur d'Alene, Idaho, entirely within Kootenai County (the legal location is T50N R4W, section 3, Boise Meridian). The Integrated Natural Resource Center Project was proposed in response to the need to provide for office space and other facilitites; including a warehouse and dispatch center for the Forest Service, Bureau of land Management and U.S. Fish and Wildlife Service employees. The current Forest Service Supervisor's Office is located in a leased facility that has much more space than either agency needs. In addition, the lease rate is very high and the office building is not energy efficient. The Forest Service has determined that it would be financially advantageous to relocate to an energy efficient building owned by the government in the Coeur d'Alene area. The Forest Service proposes to construct a new facility on Forest Service managed land at the Coeur d'Alene Nursery, one mile west of the current facilities. The total rentable office space would be reduced by about 40 percent. The draft DN provides the rationale for selecting Alternative 2 for implementation. The selected alternative will implement construction of a new modern, energy efficient, two-story office building and combined warehouse and dispatch center on approximately 14 acres of the Coeur d'Alene Nursery, adjacent to Kathleen Avenue. The development footprint for the office, warehouse/dispatch center, associated entrance way and employee and public parking will total about 7.5 acres. Vegetation management activities will be initiated on the undeveloped portion of the 14 acre parcel to reduce tree density and fuels. A visual buffer for adjacent property owners along the southern property boundary will also be maintained. This project is subject to review and objection pursuant to 36 CFR 218, subparts A and B. Objections will be accepted only from those who have previously submitted specific written comments regarding the project during scoping or other opportunity for public comment (36 CFR 218.5(a)). A written objection must be submitted to the reviewing officer within 45 calendar days following publication of this legal notice of the objection period in the Coeur d'Alene Press. The publication date of this legal notice is the exclusive means for calculating the time to file an objection (36 CFR 218.9(a)). Those wishing to object should not rely upon dates or timeframe information provided by any other source. The objection must contain the minimum content requirements specified in \u00DF218.8(d) including the following information: * The objector's name and address, with a telephone number or email address, if available; * A signature or other verification of authorship upon request (a scanned signature for Email may be filed with the objection); * When multiple names are listed on an objection, identification of the lead objector as defined in 36 CFR 218.2 (verification of the identity of the lead objector shall be provided upon request); * The name of the project being objected to, the name and title of the responsible official, and the name of the national forest on which the project will be implemented; * A description of those aspects of the project addressed by the objection, including specific issues related to the project and, if applicable, how the objector believes the environmental analysis or draft decision specifically violates law, regulation, or policy; suggested remedies that would resolve the objection; and supporting reasons for the reviewing officer to consider; and * A statement that demonstrates the connection between prior specific written comments on the particular project or activity and the content of the objection, unless the objection concerns an issue that arose after the designated opportunity for formal comment. Incomplete responses to these requirements make review of an objection difficult and are conditions under which the reviewing officer may set aside an objection pursuant to 36 CFR 218.10. Incorporation of documents by reference will not be allowed in the objection (36 CFR 218.7(c)).
