CITY OF COEUR D'ALENE KOOTENAI COUNTY, IDAHO 2016 OPEN TRENCH PROJECT: PIPE BURSTING SPECIALTY PREQUALIFICATION NOTICE OF REQUEST FOR STATEMENTS OF QUALIFICATIONS Pursuant to Idaho Code 67-2805, "Procurement of Public Works Construction", the City of Coeur d'Alene (City), Idaho is requesting Statements of Qualifications (SOQ) from licensed public works contractors specialized in gravity sewer pipe bursting who are interested in bidding on the 2016 Open Trench Project as a prequalified specialty or subordinate contractor. The Project generally consists of approximately 800 linear feet of 8-inch sanitary sewer open trench replacement, 350 linear feet of 8-inch trenchless sanitary sewer pipe bursting, reinstating laterals, and related work. This Request for SOQs is intended to prequalify specialty or subordinate contractors for performance of the pipe bursting portion of the project only. Actual bid quantities may change pending the ongoing final design of the project. The opinion of estimated project cost for the overall project involving both open trench and pipe bursting is between $200,000 and $300,000. It is anticipated that the project will bid in February of 2016. The City reserves the right to cancel or postpone bidding or award of a contract for the project. LEGAL NOTICE OF FINDING OF NO SIGNIFICANT IMPACT Date: December 29, 2015 To: All Interested Government Agencies, Public Groups, and Individuals Subject: Environmental determination for the Rose Lake Water Association Drinking Water Improvements In accordance with the State Environmental Review Process (SERP), "Rules for Administration of Planning Grants for Drinking Water Facilities" (IDAPA 58.01.22), and "Rules for Administration of Drinking Water Loan Program" (IDAPA 58.01.20), an environmental review has been performed and a finding of no significant impact (FONSI) issued by the Idaho Department of Environmental Quality (DEQ) for the following project: Rose Lake Water Association Drinking Water Improvements Kootenai County, Idaho This environmental determination was made as a result of the review process indicating no significant environmental impacts would result from the proposed project. The results of the project evaluation indicate there will be environmental effects from the referenced project as described below. The only significant long-term negative environmental impact of the project is the generation of waste materials from the treatment processes. * Treatment residuals: Filter backwash water must be tested before disposal. If its arsenic concentration is less than 0.050 mg/L (milligrams per liter) and combined radium is less than 5 pCi/L (picocuries per liter), it is likely to be eligible for disposal in a drainfield, in which case it will require a Class V underground injection well permit from the Idaho Department of Water Resources (IDWR). If concentrations exceed those amounts, disposal would require a hazardous waste injection well permit. Solid residuals from the arsenic and radium removal process are expected to be a hazardous waste under the Resource Conservation and Recovery Act (RCRA) and must be disposed of according to RCRA regulations. Short-term impacts may occur during project construction that includes temporary disruption of the distribution system, increased noise, increased dust pollution, increased potential for stormwater runoff, and disruption of localized traffic conditions. The project contractor is responsible for managing the temporary disruptions of the system as follows: * Air Quality: Temporary dust pollution impacts will be controlled as a condition of the construction specifications in accordance with the "Rules for the Control of Air Pollution in Idaho" (IDAPA 58.01.01.651). IDAPA 58.01.01.651 states that reasonable precautions shall be taken for dust control and suppression by using water or chemicals, applying dust suppressants, covering trucks, paving, and removing materials. In addition to the rule requirements, DEQ recommends that a dust prevention and control plan be implemented during construction of the project that includes best management practices (BMPs) to minimize dust pollution for fugitive dust control. * CulturalResources: If archeological artifacts (such as beads, arrow heads, pottery, fabric, grave goods, glass, metal fragments, or other human-made objects that appear to predate 1960) or human remains (such as bones, bone fragments, or teeth) are inadvertently discovered during construction, ground disturbing activities shall cease and the State Historical Preservation Officer (SHPO) and Coeur d'Alene Tribe shall be notified. Mitigation measures will be implemented as directed by SHPO and the tribe, and work will not resume at the discovery site without their consent. * Stormwater: Stormwater runoff shall be handled through an Environmental Protection Agency Stormwater Construction General permit and the development of a Stormwater Pollution Prevention Plan (SWPPP). The SWPPP and stormwater BMPs will be implemented prior to, during, and after project construction to reduce the potential for erosion from runoff. * Recreation: treatment construction activities at the well house shall be managed to minimize impacts to sportsmen's access. * Hazardous materials: The project is located within the Bunker Hill Superfund Site, and all construction must conform to the Institutional Controls Program of the Panhandle Health District. A permit must be obtained from the Panhandle Health District before construction begins. The project must be designed and constructed in such a way as to prevent tailings exposure to the public and to surface water both during and after the project. * Noise: impacts from the project construction will be reduced by restricting work hours to reasonable times identified in the construction specifications. *Implement any other appropriate BMPs, wherever possible, to avoid or minimize impacts from other construction activities. The following permits will be obtained for the project: * Large Project Work permit from Panhandle Health District. * Storm Water Construction General Permit Notice of Intent with Environmental Protection Agency. * Class V underground injection well permit from IDWR for disposal of filter backwash water. * Any other local, state, or federal permit required for activities taking place during project construction. Beneficial Impacts: Overall, the completion of the proposed project will have long-term positive effects through improvement of public health by removal of arsenic and radium from the drinking water supply Description of the Project: The proposed project involves: * Installation of one new well; * Installation of five booster stations serving individual homes; * Installation of ATEC filtration system to remove arsenic; and * Future installation of radium filtration at well #4 (when needed).
